Pa. in the midst of another budget battle
Gov. Tom Wolf has allowed a spending plan to become law while the revenue plan or fiscal code bill is unresolved – a revenue plan that needs to find $2 billion in new funds. The governor supports a natural gas tax and expansion of the sales tax to services, while Republican leaders would rather expand gambling and liquor sales. Both agree on new borrowing, much to the displeasure of analysts at Standard and Poor’s who, with a credit downgrade, could expand the cost of the very borrowing being discussed.
